Moving towards adaptive governance and Internet-inclusive legislation : AGILe for better regulation : executive summary

The present paper offers a definition of AGILe (Adaptive Governance and Internet-Inclusive Legislation), or so-called 'Internet Readiness'. AGILe is about ensuring legislation is "fit for purpose" on the digital as well as in the physical world. The study explores a number of innovative initiatives that have already been taken in the European Commission and across EU Member States, whether strictly legislative or principles-based, and calls for urgent action to place the Internet at the heart of the EU policy cycle.
