Nigeria's PPP Framework : Deploying Subnational PPPs Towards Remedying a National Infrastructure Deficit

Many authors and experts have argued that the nature of federalism practiced in Nigeria - one which concentrates power at its center, to the detriment of its states - is partly responsible for the huge infrastructure deficit in the country. In this paper, we evaluate the veracity of this notion, especially as it relates to the effective implementation of public-private partnerships (PPPs), with a view to determining the impediments to sub-national PPP projects in Nigeria, and preferring solutions to the identified challenges
