The authors interpret the post-1959 evolution of Cuban economic policy-making and performance as a function of the shifting and interacting domestic and foreign sources of surplus accumulation. The tensions between decentralization and centralization, market and plan, private and public, agriculture and industry, efficiency and equity are discussed in relation to domestic surplus generation. The USSR continues to be Cuba's principal source of aid and trade
