Planungsstrategien zur Umsetzung von integrierten Umweltschutzkonzepten für die Landnutzung durch Tourismus, Landwirtschaft und Naturschutz. Eine Evaluation der Umsetzungserfolge in Beispielgebieten und die Ableitung von Handlungsempfehlungen zur Gestaltung von kooperativen Planungsprozessen
Das Ziel dieser Arbeit ist es, das planungsmethodische Wissen zur Umsetzung von Kooperationen von Landwirtschaft, Tourismus und Naturschutz zu erweitern. Der zentrale Untersuchungsgegenstand ist die „Planungsstrategie“. Unter diesem Begriff ist ein systematischer, langfristig orientierter Handlungsentwurf zur Gestaltung eines Planungsprozesses zu verstehen. Die Aufgabenstellung bezieht sich auf die Verwirklichung umweltgerechter Landnutzungen in touristisch genutzten, ländlichen Räumen durch integrierte Umweltschutzkonzepte, die den Charakter von Planungen zur integrierten Regionalentwicklung haben. Um Erfahrungen aus verschiedenen Ländern auswerten zu können, erstrecken sich die Untersuchungen neben Deutschland auch auf Österreich, Italien und die Schweiz. Um die Faktoren, die langfristig den Umsetzungserfolg bestimmen, in ein Erklärungsmodell zusammenzufassen, erfolgt eine Ableitung von sechs strategischen Erfolgspotenzialen (SEP): 1. Qualität des fachlichen Konzepts, 2. Organisatorische Struktur, 3. Engagement der Beteiligten, 4. Fähigkeiten der Beteiligten, 5. Akzeptanz- / Kooperationsklima, 6. Zugang zu materiellen Ressourcen. Zum Abschluss der Arbeit werden ausführliche Handlungsempfehlungen zur Gestaltung kooperativer Planungsprozesse formuliert: - Zur Entwicklung der Planungsstrategie sollten frühzeitig regionsspezifische Bedingungen festgestellt werden, um die Strategie auf die Ausgangssituation abstimmen zu können („Strategiefit“). Dabei haben die Akteurskonstellation und die Akzeptanzbedingungen eine besonders hohe Bedeutung. - Für die Optimierung der strategischen Erfolgspotenziale werden zahlreiche Hinweise zur Beeinflussung der einzelnen SEP gegeben. Dazu sind die spezifischen Wechselwirkungen zwischen den SEP einzubeziehen. Außerdem ist die Bedeutung des „strategischen Minimumfaktors“ zu berücksichtigen (also eines einzelnen SEP´s, welches bei einer sehr ungünstigen Ausprägung den Umsetzungserfolg insgesamt stark beeinträchtigt). - Zur Gestaltung der Planungsverfahren wird eine Verzahnung von Planung und Umsetzung (i.S. eines parallelen Ablaufes) empfohlen. Um die Vorteile einer solchen Vorgehensweise auszunutzen und die Nachteile zu vermeiden, ist die Auswahl von schnell durchführbaren und unstrittigen Starterprojekten eine wesentliche Erfolgsvoraussetzung. Des Weiteren sind im Verfahrensablauf einige zentrale Weichenstellungen zu beachten. Diesbezüglich wird beispielsweise eine differenzierte Anwendung von Umsetzungshilfen empfohlen (Maßnahmen-, Zeit- und Finanzplan, Prioritätenliste, Regelung der Verantwortlichkeiten). - Abschließend wird eine Vorgehensweise für eine prozessintegrierte Evaluation für Planungsprozesse vorgestellt. Dazu werden Hinweise zur Erstellung eines Evaluationsprogramms mit den darin enthaltenen Inhalten, Methoden und Intervallen gegeben sowie Vorschläge für konkrete Evaluationsschritte und zur Meta-Evaluation benannt.
