Ex-post evaluation of the "Prevention and fight against crime" 2007-2013 Programme (ISEC) and the "Prevention, preparedness and consequence management of terrorism and other security related risks" 2007-2013 Programme (CIPS) : final report; Part 2: Evaluation results on CIPS
The objective of this ex-post evaluation was to assess the relevance, effectiveness, efficiency, coherence and EU added value of the 'Prevention, preparedness and consequence management of terrorism and other security related risks' (CIPS) Programme between the period 2007 and 2013. It was found that CIPS covered the wide variety of needs on the ground and responded to an important need for transnational cooperation - given the high interdependency of critical infrastructure and of security incidents against these - not addressed by national funding. In terms of its effectiveness, the evidence available showed that CIPS has largely achieved its general and specific objectives and taking into consideration it's relatively small size and wide scope, CIPS has certainly contributed to critical infrastructure protection. Important factors increasing effectiveness under the Programme were potential for transferability and readiness of products and tools developed under the projects. Funding absorption has been satisfactory overall and increasing across the programming period. Compared to the first half of the Programme, it was concluded that the Commission had the ability and flexibility to identify and learn from previous shortcomings and respond efficiently to these with adjustments to the design, access to and/or implementation of the Programme.
