Problems and prospects of bottom-up policy formulation: Towards user-defined innovation and technology policy?
Competitive firms these days attend to only part of the abundantly available information, by specialising and focusing on core capabilities and competencies. Thus, firms have a variety of different needs in innovation and technology policy (ITP).
