Problems in the Utilization of Manpower in the USA
U. S. government policy on the utilization of manpower was characterized by a drastic increase in activity during the 1960s. There were an unprecedented number of legislative acts and programs dealing with one aspect or another of the problem of utilizing the nation's manpower. Between 1961 and 1968, Congress discussed and ratified a program of assistance to unemployed youths, the Manpower Development and Training Act of 1962 (amended in 1965 and 1966), the Economic Opportunity Act, the "concentrated employment program," and others. The >u>Manpower Report of the President>/u>, containing the President's message, the report of the Secretary of Labor, and statistical data have been published regularly since 1963. The tasks of the Department of Labor have been expanded. In the past, its principal sphere of activity involved relations between entrepreneurs and workers. Today, it is additionally responsible for all key matters pertaining to the utilization of manpower in the country. In this connection, the Department of Labor itself underwent reorganization: in 1963, a special office of manpower, headed by an Assistant Secretary of Labor, was established within its system.
