Prospects of Using Input-Output Tables for Monitoring Digitalization in Russian Economy

The current innovative economy considers digitalization as a factor influencing the most important socio-economic processes, including those related to progressive structural changes, social development, improvement of the efficiency of public administration, and growth of the population's welfare. At the same time, the Russian and international practice of considering the impact of digitalization on the basic socio-economic indicators is characterized by the problems determined, first of all, by the lack of generally accepted approaches to the inclusion of the processes associated with it in the system of economic circulation. This explains the imbalance and, in some cases, the inconsistency in the macroeconomic assessments of the effects of digitalization. In this paper, we have developed proposals to improve the system of information and analytical support for monitoring the digitalization of the economy of the Russian Federation. The research methodology is based on the developments of international organizations in the field of accounting and measurement of the digital economy, including: the recommendations of the International Telecommunication Union (2013), the recommendations of the UN, the World Economic Forum, the International Telecommunication Union, Boston Consulting Group, etc., in terms of methods for measuring the impact of the digital economy on social and economic processes - the methodology of the European SNA 2008. The relevant developments integrate the most promising experience of international statistics in the formalization of digitalization processes in the economy and the formation of components included in the SNA applications
