</titre> The Hong Kong model of land regulation is characterized by a coalition of actors, bringing together the government and business community, which is developing a model of land regulation accompanied by urban policies to promote economic competitiveness. However, this growth coalition is challenged by the emergence of a civil society with the pluralization of the business community and the structuring of various community movements. The aim of this paper is to study the nature of this model and to highlight the current, internal and external challenges to the coalition of actors, examining the possibility of a shift to a collaborative approach to urban planning that could give rise to an alternative model of land regulation and urban strategies.
