Region Level Evaluation Overseas Countries and Territories (OCT) : Final Report ; Volume I: Main Report

This evaluation covers the strategies of the European Union (EU) for co-operation with the Overseas Countries and Territories (OCTs) and their implementation 1999–2009, including the intended effects under the current programming cycle 2008-2013, in relation to the territorial Single Programming Documents of the 8th, 9th and 10th European Development Fund (EDF), the Partnership Agreement with Greenland and contributions from other co-operation instruments. The main objectives of this evaluation are: To provide the external co-operation Services of the Commission of the European Union (further referred to as “Commission”) and the wider public with an overall independent assessment of the EU’s past and current co-operation relations with the OCTs; To identify key lessons in order to improve the current and future strategies and programmes of the Commission.
