Roadmap for the research and development activities on space critical EEE components for European non-dependence in the framework of the Horizon 2020 - Space : final report

Non-dependence for Space technologies is a pillar of the European Space policy. As stated in the European Space industrial policy Communication, "Ensure technological non-dependence and an independent access to space" is one of the five "EU's space industrial policy specific objectives". Today, technological non-dependence of this strategic sector is not guaranteed. In a number of critical technology areas European programmes are fully dependent on foreign suppliers. This is particularly true for Electrical, electronic and electro-mechanical (EEE) components that play an essential role in the functional performance, quality, life cycle and costs of space systems. The key functionalities of a space system rely on functions embedded in electronics and software. The performance of those electronics and software functions is driven by the EEE components on which they are built. Yet, the European Space Technology Platform (ESTP) estimated that, "on average, 60% of the electronics on board a European satellite are currently imported from the United States". Those imports might be subject to ITAR export regulations, which evolve according to US concerns. As a consequence the best technology for a given mission might no longer be accessible and European space systems could be blocked from sale in global markets. The total ownership cost of EEE components is also a non-negligible part of the cost of the system and the effort in engineering, quality and logistics which is required to procure EEE is significant. This situation compromises European strategic position and weakens the competitiveness of the European space industry. It is therefore of the utmost importance to support the development and the emergence of alternative sources for critical components in Europe. Such public support must rely on roadmaps identifying research activities and technologies in the field of Space Critical EEE Components for European Non-dependence. In order to guarantee the commercial supply of the components once the R&D phase has concluded, the sustainability of the supply chains and possible alternatives to assure Non-dependence must also be assured.
