Science And Technology Policies Which Was Applicated By National Innovation System Framework- The Cases Of Eu, Israel And Turkey

Contemporarily, science and technology policies are one of the most important factors that effects economic performance of a country. On the other hand, only imple- menting science and technology policies is not enough in a rapidly changing economic environment. In addition to science and technology policies; institutional structures, which we called as National Innovation System, can provide a better economic perfor- mance of a country. So countries , which establish their National Innovation Systems and combine them to their science and technology policies can achieve successful results. In this article, science and technology policies of Israel , who has a well established Natio- nal Innovation System, the European Union (EU), who is searching for a solution for Eu- ropean Paradox and Turkey, who is trying to develop National Innovation System are analyzed.
