A Study of Concept and Method on Asset-Based Community Development Planning — A Case Study on Minlecun Community in Yuzhong District of Chongqing

With the transformation of Chinese economy from extensive growth to intensive development, city development is also gradually turning from incremental construction to stock management. Community, as the basic unit of human settlements, is the important platform to build and improve the social governance capability. in 2013, Shiyoulu Sub-district office of Yuzhong District led the 1st urban community development planning, which was a milestone of Chongqing city regeneration and governance innovation. This paper focuses on two key issues: how to well understand the community values and make the community development planning based on the above? How to integrate with the local forces so that the community development planning can be taken into action plan? Combined with Minlecun Community development planning practice, using the concept of asset-based community development, we completed a comprehensive survey on community assets (including three aspects of physical, human and social capital) and made a community comprehensive planning strategies which covered two parts: the optimization of community spaces and upgrading of community governance. the paper tries to conclude the local-based community planning theory and method from the value attitudes, public participation, role transformation of urban planners and other aspects
