Study in support of the impact assessment on the development of an EU talent pool : final report
This support study for the Impact assessment on the development of an EU Talent Pool, drafted for the DG of Migration and Home Affairs of the European Commission, firstly presents a problem definition, setting out the current issues linked to international recruitment to the EU. Thereafter, it compares different options for designing an EU-wide matching tool linking Third Country Nationals and EU employers to improve this process. The study then goes on to identify a preferred option for doing so, which would involve creating a legislative proposal developing a focused EU Talent Pool that builds on certain components of EURES, targets specific occupations, and would be voluntary for EU Member States to participate in.
