Study on e-procurement measurement and benchmarking Markt 2011/097/C : lot 1 : public procurement performance indicators : D4 final study report

This report presents the main results of the study on e-Procurement Measurement and Benchmarking carried out by IDC and Capgemini Consulting in 2012-2013. The report presents the take-up and performance indicators designed by the study team, the assessment of their feasibility and value added based on a proof-of-concept trial, and a high-level implementation plan for the development of a Pan-European e-Procurement Performance Measurement system. The report presents also an estimate of the current level of take-up of e-Procurement in Europe. The main goal of this plan is to measure the performance of the e-Procurement systems, and the achievement of the main goals of e-Procurement policies, first of all the smooth migration from paper-based to electronic procedures across Europe. The development of this e-Procurement Performance Measurement System promises to do so, and to build a community of stakeholders able to take advantage of these data to achieve fully the benefits of e-Procurement adoption.
