Study on potential impacts of design choices for monitoring report and verification of CO2 emissions from maritime transport

In view of expected increasing global greenhouse gas emissions of maritime transport, an EU-wide system for MRV of emissions has been proposed by the European Commission and the legal framework for the maritime sector has been adopted by the European Parliament and the Council and came into force on 1 July 2015. In preparation of implementation by the maritime industry, the regulation mandated the European Commission to develop and adopt implementing legislation for the purpose of: - Amending or refining certain technical aspects of methods of monitoring based on international relevant standards, technological and scientific developments; - Specifying parameters for cargo carried for a number of ship categories; - Further specifying the rules for verification activities; and - Further specifying methods for accreditation of verifiers. Through actively engaging with relevant stakeholders on their views, key elements for development of the above rules, parameters and methods have been identified and design choices for these key elements have been developed. The outcome of the stakeholder discussions, proposed amendments and identified potential environmental, economic and social impacts of the technical legislation related to the design choices have been captured in four final working papers on 1) Monitoring methods, 2) Cargo parameters, 3) Verification & Accreditation and 4) monitoring plan; one report on assessment of impacts; and an Issue paper Cargo Reefers and ConRos.
