Study supporting the evaluation of EU agencies : Eurofound, Cedefop, ETF and EU-OSHA; Annex 4: EU-OSHA report

This report is part of a study supporting the European Commission's evaluation of EU Agencies: Eurofound, Cedefop, ETF and EU-OSHA, for the period 2017-2022. The legal basis of the evaluation is set in the three tripartite Agencies (Eurofound, Cedefop, EU-OSHA) revised founding Regulation and in Art. 24 (2) of ETF's founding Regulation. This is the second joint evaluation of the Agencies, with the first having taken place in 2018. Apart from these joint evaluations, the Agencies are conducting evaluations of their programmes and activities on their own initiative. This report looks into the effectiveness, efficiency, coherence, EU-added value and relevance of EU-OSHA in the 2017-2022 period. The methods and sources used to evidence this report, along with their strengths and limitations, are available in Annex 11. The report is structured as follows: Section 2 presents the expected outcomes from the work of EU-OSHA in the period 2017-2022. The section first describes EU-OSHA's mandates and objectives. It then presents the Intervention Logic, which underpins this evaluation, as well as the baseline for comparing EU-OSHA's performance in 2017-2022. Section 3 presents an overview of EU-OSHA's performance in 2022 concerning its activities, outputs and results in 2022. Sections 0-0 presents the evaluation findings across the five evaluation criteria used in this evaluation: effectiveness, efficiency, coherence, EU added value and relevance. Section 0 presents the overall conclusions of the report.
