Support study to the ex post evaluation of the ICT research in FP7 : final report

This Study aimed at supporting DG CONNECT in carrying out the ex post evaluation of the ICT research in FP7, providing some inputs and preliminary analyses to be used as a basis for the overall assessment. All relevant sources were reviewed and analysed in order to reconstruct the Intervention Logic and to link evaluation criteria and evaluation questions. Furthermore additional evidence was gathered by performing a Network Analysis on FP7 data (and partially on FP6 data), 100 interviews with relevant stakeholders (i.e. funded participants, Project Officers, National Contact Points and experts) and an analysis of 1159 projects' final reports. The scope of this study covered all the research activities funded by DG CONNECT in FP7 ICT including the ICT-related research activities within the Cooperation programme; the Joint Technology Initiatives ARTEMIS and ENIAC and the Ambient Assisted Living Joint Programme, as well as the eInfrastructures activities within the Capacities programme. On the basis of this work, FP7 ICT was assessed satisfactorily in terms of effectiveness, efficiency and relevance, while it performed excellently with regard to European Added Value: FP7 ICT mainly worked as an instrument in support of building and maintaining critical mass in pre-competitive research.
