The author analyses prospects and policy options for shipping in the context of three major influences: changes in seaborne trade; technical and organizational innovation; and changes in the political environment of shipping. Finally, he stresses the urgency of the need to remove the tonnage surplus -- an essential feature of any restoration of equilibrium between supply and demand.
