THE ESTIMATION AND OPTIMIZATION OF PERSONNEL”S POTENTIAL OF RAILWAY TRANSPORT”S DEPARTMENT

Developed the methods of estimation of personnel”s potential of railway transport”s department. The methods is based on the existing railway transport reporting and allows to determine the influence of changes in the number of employees on structural, qualitative and other characteristics of the personnel potential. These characteristics are measured using the developed in this article integral index based on 10 labor indicators. Calculations of personnel potential of the Kyiv railway transport”s department in 2010 – 2012. The measures for the optimization of personnel potential, allowing to increase productivity while maintaining its quality, structural and other characteristics are worked out. Among the employees whose positions are not needed, we offer to choose the most valuable for the company, and to offer them the best positions of the alternative. So will be saved the best workers, and that the worst will not agree to other alternative positions or to retraining and will dismiss from office. This will effect a saving of salary fund. This methods can be used also on the linear enterprises of railway transportat and railways that will help to make a more informed decisions in the process of optimization of number of staff and to prevent the worsening of the quality, structural and other characteristics of the personnel potential.
