The Impact of Endangered Species Act Listing on Population Abundance : Evidence from Birds

This paper explores the impact of the Endangered Species Act (ESA) listing on observed bird abundance, based on about 700 million individual birdwatcher records over 60 years in the U.S. Among the 50 listed species investigated, we find that 28 species experience a decline while 22 species experience an increase in the population abundance due to the listing from ESA. We also find that the listing significantly increases the non-listed species abundance in the same areas by 15.3%. Our results have important implications on the effectiveness of species-targeted conservation policies in the U.S
