The Management of the Level of and the Effectiveness of Production

In order to implement the decisions of the Twenty-fifth Congress of the Communist Party of the Soviet Union, our nation's working people are earnestly endeavoring to make the Tenth Five-Year Plan a five-year plan of effectiveness and quality. In the present stage of development of the Soviet economy, it is especially important to make more complete use of the advantages of centralized management in the interests of accelerating technical progress, raising the technical level of production, and improving product quality. In our view this requires primarily an effective all-union system for the management of the level of technology. The organization of such a system requires the further scientific elaboration of a number of problems in economic policy and the implementation of major economic measures.
