The Participation Paradox : American Indians in U.S. Electoral Politics
This paper argues that the increasing participation of American Indians in U.S. electoral politics demands a redefinition of the concept of tribal sovereignty, placing it squarely within the framework of American federalism. To achieve this, I develop a typology of Indian political participation in non-tribal politics, and present the conceptual challenges such participation makes against tribal sovereignty
