The Procedure of Electronic Voting in Russia

The paper deal with the analysis procedure of electronic voting in Russia. The key technology for solving of the problem of electronic voting is the using of blind signature. It is the way of signing the body of an encrypted message, without decrypting it. We considered the following stages of electronic voting procedure: the voter generates the key pair and registers his public key in the Central Electoral Commission. Based on the results of registration, the list of voters' addresses is formed. The voter generates own ballot paper which includes random number and number of candidate. Then voter encrypts the ballot paper, signs it by his private key and sends it to the Central Electoral Commission. The CEC verifies the signature. Commission signs the ballot with the blind signature and sends it to the voter. After that, the CEC in the public list of voters increments the voter counter. The voter can make sure that he/she was counted. The voter decrypts the ballot, checks the signature of the CEC and sends the decoded, signed by CEC ballot back to the CEC. The CEC receives ballot, verifies the validity of its signature, encrypts it. The encryption key is kept secret until the end of the vote. After the voting is over, the key to cipher of the ballot is published. We made the conclusion procedure of electronic voting in Russia with the use of blind signature will provide full openness and transparency of elections in Russia
