The Program-Target Method as a Basis for Creating Personnel Development Programs

As a kind of management practice, the creation of a personnel development program is based on the program-target method. The main advantage of the program-target method is the detailed specification of goals with simultaneous clear definition of the subjects of their implementation. To do this, diagnose key problems, the solution of which can lead to a change in the management system and improve the effectiveness of its activities in general. The solution of the key problem "automatically" triggers the solution of a number of interrelated problems, since it can be carried out by interested subjects independently without managerial influence. This is the difference between solving a key problem from solving an acute problem. The solution of an acute problem usually does not allow to open new possibilities and only returns the system to a state of minimal controllability. At the same time, the very idea of what can be a key problem solved by a program-target method changes with time. The report shows some key problems that can be found in the program-target method implementation. Unfortunately, the applied system for developing targeted programs is not a full-fledged tool for implementing the Concept of the Territory's socio-economic development. The adopted programs need an annual adjustment both in terms of the financial security of the measures they contain, and in terms of reviewing the resulting indicators. Both these and other circumstances do not fully correspond to the principles of program-targeted planning
