The Swedish Welfare State in Times of Crisis: Resilience and Success
L'obiettivo cardine di questo articolo è duplice: in primo luogo, identificare le principali trasformazioni dello stato sociale svedese, con particolare attenzione alle riforme strutturali iniziate negli ultimi vent'anni e al loro impatto sullo sviluppo economico, sulla distribuzione del welfare sociale e sulle disparità di reddito. In secondo luogo, analizzare il ruolo dello Stato sociale svedese nell'attenuazione dell'impatto negativo della Grande Recessione del 2008. Le prime misure di consolidamento fiscale e le riforme strutturali intraprese a partire dalla seconda metà degli anni Novanta, hanno senza dubbio contribuito ad assicurare la sostenibilità di lungo termine del sistema di previdenza sociale e a favorire il buono stato di salute della finanze pubbliche. Tuttavia, il "successo svedese" durante l'ultima recessione non può essere ridotto solo alle iniziali misure di consolidamento fiscale e alle riforme strutturali. È chiaro che gli stabilizzatori automatici previsti dallo Stato sociale, la politica macroeconomica anticiclica adottata dal governo e lo sviluppo del dialogo sociale hanno tutti contribuito ad alleviare gli impatti negativi della crisi del 2008 sull'occupazione, il welfare e l'esclusione sociale. L'esperienza svedese mostra soprattutto la tenuta, la praticabilità di lungo periodo e il successo di un modello di società basato su un sistema di previdenza sociale universale e generoso, sull'egualitarismo, su politiche dinamiche di promozione dell'uguaglianza di genere e di lotta all'esclusione sociale, e un forte coinvolgimento pubblico e politico nella prestazione di un'ampia gamma di servizi.
