English Abstract: In the past several years, an increasing number of countries have implemented fintech regulatory sandboxes. The sandboxes enable fintech companies to operate in an experimental environment to test and implement innovative fintech developments, while enjoying regulatory relief. The State of Israel recently joined the trend and is working to establish fintech sandboxes in its jurisdiction. In January 2021, it published the Bill to Encourage Technology Development in the Financial Field in Israel, 5781-2021. Two Explanations may be given for the decision to enact a designated fintech sandbox law. First, the need to provide the financial regulators with statutory authority to grant regulatory relief to companies participating in the programme, an authority that does not exist under the current law. The second explanation, considering the sectoral structure of financial regulation in Israel and possible conflicts that may occur between the financial regulators, is the decision to have a statutory joint committee run the programme.The article offers an analysis of the bill, focusing on its unique principles and mechanisms against the background of the Israeli financial market. The article argues that, while the bill offers a good foundation for the establishment of a sandbox regime, a few issues may require reconsideration: inter-agency relationship and the need to enhance consumer protection.תקציר בעברית: בשנים האחרונות, מדינות רבות הקימו ארגזי חול רגולטוריים בתחום הפינטק. ארגזי החול מאפשרים לחברות פינטק המאמצות טכנולוגיה חדישה, לפעול בסביבה ניסויית כדי לבחון את המוצר או השירות החדשני שלהם, תוך קבלת הקלות רגולטוריות. לאחרונה גם מדינת ישראל הצטרפה למגמה ופועלת להקמת ארגזי חול בתחומה. לשם כך, פורסמה בינואר 2021 הצעת החוק לעידוד פיתוח טכנולוגיה בתחום הפיננסי בישראל, התשפ"א-2021.בעוד שבמדינות אחרות ארגזי חול הוקמו על סמך החקיקה הקיימת, והם מופעלים מכוח המטרות והסמכויות הקיימות של הרגולטורים הפיננסיים, בישראל הקמת ארגזי החול דרשה חקיקה ייעודית. ניתן להציע שני הסברים לצורך בחקיקה. ראשית, על פי החוק הקיים, הרגולטורים הפיננסיים אינם מוסמכים להעניק הקלות רגולטוריות במידה הנדרשת לצורך הפעלת ארגזי חול יעילים. שנית, לאור המבנה המבוזר של הרגולציה הפיננסית בישראל והחשש להיעדר הסכמה בין הרגולטורים, הוחלט על הפעלת תוכנית ארגזי החול באמצעות מנגנון של ועדה משותפת, כאשר סמכויותיה והיחסים בינה לבין הרגולטורים הפיננסיים ייקבעו בחוק. המאמר מנתח את הצעת החוק החדשה תוך התמקדות במאפיינים ובמנגנונים הייחודיים שלה, על רקע מאפייני שוק הפינטק הישראלי. מסקנת המאמר היא שהצעת החוק מהווה בסיס טוב להקמת משטר ארגזי חול בישראל. עם זאת, מספר עניינים דורשים חשיבה מחודשת: מערך היחסים בין הרגולטורים הפיננסיים, והצורך בהרחבת ההגנה הצרכנית
