Vorschläge des französischen Staatspräsidenten Emmanuel Macron zur Reform der Europäischen Union

The new elected French President Emmanuel Macron proposed in a key note address at the Sorbonne University in Paris in September 2017 to reform die European Union in the six following areas: 1. A Europe, which guarantees security in all its dimensions, 2. A Europe, which reacts to the challenge of migration, 3. A Europe, which focuses on Africa and the Mediterranean area, 4. A Europe as an ideal of sustainable development, 5. A Europe of innovation and regulation, which are focused on the digital world, 6. Europe as an economic and monetary power. Jean-Claude Juncker, President of the European Commission supports the proposals of Emmanuel Macron. Both intend to strengthen Europe as an economic and monetary power by changing the European Stability Mechanism to a European Monetary Fund and by establishing a financial budget for the Eurozone with a European Financial Minister. Jean-Claude Juncker furthermore wants financial support for those member states of the European Union, which still do not have the Euro as a currency to complete the Eurozone as aimed by the European treaties. This paper discusses the legal steps to implement the proposals of Emmanuel Macron.
