W2 Converting to Wisconsin Works Where Did Families Go When AFDC Ended in Milwaukee

Details the results of an in-depth survey of low-income parents, finding that Wisconsin's reform from AFDC to W-2 was confusing to many and that many face multiple challenges in achieving self-sufficiency. Although only some of these challenges can be addressed by government programs such as W-2, most former AFDC recipients have heeded W-2's message about work and report that their standard of living is the same or better than it was under AFDC.
