Wassernutzung in Österreich
Mittels Literaturrecherche und Datenanalyse wurde die Wassernutzung in Österreich analysiert. Die Beschreibung des natürlichen Wasserhaushaltes mit seinem natürlichen Wasserkreislauf und seinen Teildargeboten, sowie der Erkenntnis von saisonalen und regionalen Dargebotsschwankungen. Im Rahmen des Konzepts des sozialen Metabolismus und der Kolonisierung von Natur wurde eine Materialinputanalyse für die Teilrechnung Wasser operationalisiert. Eine Recherche bezüglich der Datenlage, Akteure und Konfliktfelder führte zu einer Gliederung der Wassernutzungsanalyse nach Wirtschaftssektoren (Privathaushalte, Landwirtschaft, Industrie und Stromproduktion). Nach einer kurzen Strukturbeschreibung der einzelnen Sektoren folgte jeweils eine Beschreibung der
• Wasserverwendung bzw. Nutzungsart der Wasserinputs,
• natürlichen Wasserherkunft nach Dargebotsarten (Grundwasser, Oberflächenwasser)
• organisatorischen Wasserherkunft nach Eigenversorgung und Fremdversorgung und
• sektoralen Zeitreihen des Wasserinputs als monomaterielle Teilrechnung.
• Ferner wurde in den Sektorenkapitel auf spezifische sektorale ökologische Probleme bei der Wassernutzung eingegangen. Im Sektorenvergleich wurden die Ergebnisse zur Wassernutzung analysiert. Jeder der hier betrachteten Sektoren hat ein spezielles Setting nach Wasserinput, natürlicher und organisatorischer Wasserherkunft sowie Nutzungsart. Im betrachteten Zeitraum zwischen 1975 und 2002 nur ein Rangwechsel Anfang der 1990er Jahre zwischen dem Erst- und dem Zweitplatzierten. Der sozio-ökonomische Sektor Stromproduktion (Kühlung) liegt im letzten betrachteten Jahr mit einem Wasserinput von 47,7 % (1831 Mio. m3/a) vor dem Industriesektor mit 31,8 % (1220 Mio. m3/a). Drittgrößter relativer Wassernutzer sind die Privathaushalte mit 13,5 % (519 Mio. m3/a) und viertgrößter Wirtschaftssektor gemessen am Wasserinput ist die Landwirtschaft. Unter der Annahme eines tendenziell gleich bleibenden Dargebots können die ermittelten steigenden Gesamtwasserinputs für Österreich als eine nicht nachhaltige Nutzung der Wasserressourcen interpretiert werden.
