Wie beeinflussen Steuerentlastungen die wirtschaftliche Entwicklung und das Steueraufkommen? : eine quantitative Analyse mit einem CGE-Modell

Der vorliegende Beitrag untersucht die Auswirkungen verschiedener derzeit diskutierter Steuerreformen auf das Steueraufkommen und andere ökonomische Größen mit Hilfe eines datenbasierten Simulationsmodells (CGE-Modell). Eine Senkung der Körperschaftsteuer um 5 Prozentpunkte führt kurzfristig zu einem Rückgang des Steueraufkommens um 13,8 Mrd. Euro. Langfristig sind die jährlichen Steuerausfälle kleiner, weil Investitionen und Beschäftigung steigen. Eine Kombination aus Körperschaftsteuersenkung und beschleunigten Abschreibungen würde kurzfristig das Steueraufkommen sogar um 30 Mrd. Euro senken. Dafür würden Investitionen und Beschäftigung so stark zunehmen, dass die jährlichen Steuereinnahmen mittelfristig wieder auf das Ausgangsniveau ansteigen. Das Bruttoinlandsprodukt und der Konsum der privaten Haushalte wären aber um rund 3% höher als ohne Reform. Die Löhne würden um etwa 4% höher liegen. Es werden au- ßerdem Einkommensteuererhöhungen und eine Erhöhung der Umsatzsteuer betrachtet. Die Finanzierung öffentlicher Ausgaben durch die Umsatzsteuer hat weniger negative Wirkungen auf Investitionen, Beschäftigung und folglich die gesamtwirtschaftliche Entwicklung als die Finanzierung durch die Einkommensteuer. Das verweist auf die klassische Abwägung zwischen Verteilungs- und Effizienzzielen in der Steuerpolitik.
