WTO-Ministerkonferenz in Hongkong: Entwicklungszusagen von Doha müssen eingehalten werden
Drei Wochen vor Beginn der sechsten WTO-Ministerkonferenz in Hongkong sieht es so aus, als ob es die 148 Mitgliedstaaten der Welthandelsorganisation (WTO) nicht schaffen werden, den in Doha (Katar) abgesprochenen Liberalisierungsfahrplan für den Welthandel einzuhalten. Bei einer Reihe von Punkten, über die nach dem sogenannten Doha-Mandat aus dem Jahr 2001 verhandelt werden soll, liegen die Positionen so weit auseinander, dass eine Einigung eher unwahrscheinlich ist. Eine Rückbesinnung auf den "Geist von Doha" erscheint notwendig, wenn die laufende Liberalisierungsrunde ihrem Beinamen als "Entwicklungsrunde" auch nur annähernd gerecht werden soll. Zudem ist der Termindruck groß. Die derzeitige USRegierung hat nur bis Juni 2007 ein Verhandlungsmandat. Ein Abschluss der Runde muss demnach im Laufe des Jahres 2006 erfolgen; danach ist das größte WTO-Mitglied zunächst nur beschränkt handlungsfähig. Kurz vor Beginn der Verhandlungen in Hongkong stehen die Verhandlungsführer jedoch vor der Herausforderung, die Erwartungen zu dämpfen, ohne damit das hochgesteckte Ziel der Doha-Runde insgesamt zu gefährden. Der EU kommt eine wesentliche Rolle für den Ausgang der Verhandlungen zu. Diese Verantwortung hat sie jedoch bisher nicht angenommen.
