Zur Messung von Integrationseffekten im Zentralamerikanischen Gemeinsamen Markt
Dieser Beitrag beschäftigt sich mit Abgrenzung und Messung von Integrationseffekten, dargestellt am Beispiel des Zentralamerikanischen Gemeinsamen Marktes (CACM). Sowohl die Abgrenzung als auch die Messung sind Voraussetzungen für die Beurteilung, ob eine Gemeinschaft positive oder negative Ergebnisse aufzuweisen hat, die ohne Integration nicht zustande gekommen wären, wie sich diese Erfolge oder Mißerfolge auf einzelne Mitgliedstaaten verteilen. Gewöhnlich werden dabei Veränderungen sowohl des Niveaus als auch der Struktur des intraregionalen Handels zwischen Gemeinschaftsmitgliedern als Indikatoren herangezogen, obwohl diese Methode deswegen an Relevanz verliert, weil der intraregionale Handel zwischen E-Ländern zum einen meist relativ unbedeutend ist und zum anderen in seiner Entwicklung durch ähnliche Industrialisierungsansätze in den Mitgliedstaaten, Infrastrukturmängel und Präferenzen bei Konsumgütern für Drittländerimporte erheblich behindert wird.
