CONGRESS THEME "From control to co-evolution" For many years deeply embedded notions of planning as the rational technocratic control of urban development have been confronted by the reality of complex social-spatial systems. Many questions have been raised about whether it is still possible to anticipate and influence change through fixed plans, pre-arranged procedures and conventional institutional settings.The Congress asks: to what degree has planning theory, practice and education progressed from technocratic to co-evolutionary understandings and methods? To what extent does planning still try to assert its scientific expertise in seeking to control development, or is planning finding new ways to engage with complexity, uncertainty and questions of accountability in the context of fragmented governance across institutional and territorial boundaries Through international exchange of scholarship and experience the Congress provides an assessment of progress towards more adaptive and co-evolutionary approaches to planning.
