本稿の目的は，議会制度における拒否権が投票力分布に及ぼす効果をShapley-Shubik 指数（SS 指数）を用いて明らかにすることである．本稿では，McCarty(2000)の拒否権パラメータを伴う重みつき多数決ゲームを構築する．このモデルは，すべての勝利提携に含まれる投票者が拒否権者であるという協力ゲームにおける従来の拒否権のみならず，再可決によって覆すことができる種類の拒否権をも扱うことが可能である．ある投票者の拒否権パラメータの増加は，他の投票者の投票力を減少させる場合があるだけでなく，増加させる場合もあることを示す．さらに本モデルにおけるSS 指数の効率的な計算アルゴリズムを提示する．この応用として実際にSS指数を計算し，重みの分布が二大政党制に近い状況では，再議決ラインの３分の２から５分の４への変更がSS 指数に影響しないことを明らかにする．さらに，日本の地方議会における首長の拒否権が投票力分布に与える影響を分析する．, This paper examines the effect of a veto power on the distribution of powerunder weighted voting by using the Shapley-Shubik index (SS index). We constructa weighted voting model with veto rights parameters of McCarty(2000).The model treats not only non-overridable but also overridable veto underweighted voting. It is shown that an increase in certain voter’s veto rightsparameter may not only decrease some voter’s SS indices but also increaseother voter’s SS indices. We also derive a method to compute the SS indicesefficiently. By applying this method, we show that in the case of two-partycompetition, the change from two-thirds to four-fifth of re-approval quota hasno influence on the distribution of the SS indices. As an application, we analyzethe effect of a veto power in Japanese local legislatures.
