공여국의 ODA 정책 결정 과정 비교연구 : 국민 인식과 정책 동기 중심으로 (A Comparative Study on ODA Policy Process: Public Awareness as a Policy Motive)

(Korean Abstract) OECD DAC 가입 이후 지난 10여 년의 기간 동안 한국 ODA는 규모ㆍ체계ㆍ전략 면에서 압축적인 성장을 이루어냈다. 이는 신흥공여국의 위치에서 국제적 기준과 규범에 부응하기 위해 규모와 추진 체계 면에서 빠른 추격자(fast follower)로서의 장점을 극대화한 전략이라 할 수 있으며, 이를 통해 한국이 중견 공여국의 위치에 올라설 수 있었다. 향후 한국이 선진공여국으로서 발돋 움하기 위해서는 선도자(first mover)적 역할이 필요하며, 이를 위해서는 중장 기적으로 국민적 공감과 지지를 바탕으로 하는 것이 필수적이다. 그러나 한국 ODA가 경험한 압축적 성장은 개발협력 생태계의 성숙, 시민사회와의 소통, 여론 수렴과 대국민 홍보 등 대내적 정책과제와 상응하여 진행되기 힘든 과정 이었다. 비교적 최근에서야 한국 ODA 위상에 걸맞은 대국민 소통정책이 필요하다는 문제의식이 주목을 받아, 국민적 공감대 확보와 ODA 생태계 외연 확대를 위한 정책적 노력이 필요함이 강조되고 있다. 본 연구는 한국의 ODA정책 결정 과정에서 대내적 정책 동기로서 국민 여론이 가지는 위상과 역할을 점검해 보았다. 선진공여국의 정책 수립 체계 및 홍보ㆍ교육 정책과의 비교ㆍ분석을 통해 한국의 과제를 명확히 하고, 유의미한 해외사례를 통해 현행 추진 체계의 개선방안을 제안하였다. 아울러 한국 국민의 ODA 인식에 대한 동태적 현황 검토와 추가적인 자체 설문조사를 바탕으로 대국민 소통전략의 방향성을 제언하였다.(English Abstract) For a decade since joining the OECD DAC in 2010, Korea’s ODA saw immense improvement in terms of its scale, governance structure, and strategy. This was efficiently achievable through a process of fast-following the examples provided by leading global donors. However, such condensed development of institutions was insufficient to ensure the holistic improvement of all related governance systems. Especially, the policies and strategies for public relations were deemed of secondary importance, compared to the urgency of governance directly related to proper delivery of the aid. For Korea to further contribute to the global society as a leading donor, it has become essential to clearly elaborate its long-run ODA policy based on solid policy motives to support it. In this study, we revisit one of the most important intrinsic policy motives: the public awareness on development cooperation, and where it lies in Korea’s ODA. To elaborate the current status and potential roles of public opinion regarding the current ODA system, we conduct comparative analyses with other donors to define the main challenges for Korea. Furthermore, we conduct individual level empirical analyses using harmonized survey data accumulated over 11 years, and propose a strategy to enhance public awareness in Korea
