상호접속료 차등규제가 이동전화시장의 구조에 미치는 영향 (Do Asymmetric Termination Fees Improve the Mobile Market Structure?)

Korean Abstract:본 연구는 상호접속료 차등규제가 이동전화 시장의 시장 구조에 미치는 영향을 이론적으로 분석하였다. 이를 위해 통화요금 규제가 있는 시장에서 사업자가 가입혜택을 제공하는 방법으로 가입자 유치 경쟁을 하는 모형을 분석하였다. 본 연구의 결과는 시장쏠림이 있는 시장에서 상호접속료 차등규제가 가입혜택 경쟁은 심화시킬 수는 있으나 시장 구조에는 영향을 주지 못하는 것을 보여준다. 이는 각 사업자가 상대방이 가입혜택을 더 제공하는 만큼 동일하게 더 제공하는 것이 최적이기 때문이다. 또한 약정이 있거나 통화요금 규제가 없는 경우에도 본 연구의 결과는 동일하다
