Complexity of IT Projects : Cognition and Realization

Projects in public governance and technological development are becoming increasingly complex. Complexity, as an inherent attribute of any project, needs to be defined and documented to enable a project team to foresee resulting challenges in a timely manner, and take steps to alleviate them.The main contribution of the paper is in presenting a complexity framework which includes practical approach and intuitive tools that can be used by project managers and teams to understand project complexity and neutralize its potential negative consequences.
