Development of the Sphere of Services and the Building of Communism
The full-scale building of communism is characterized by profound social, economic, political and cultural changes. These changes are based on the creation of the material and technical basis of communism, which will ensure the highest social labor productivity and an abundance of material and spiritual values for all the people. The role of the service sector in the building of communism and the specific tasks of these branches in the near future have been defined in the CPSU Program. Of great importance in this field is the development of the branches directly servicing the public, and hence the "Law on Raising the Wages of Workers Employed in Education, Public Health, Housing and Communal Economy, Trade and Public Catering, and Other Branches of the National Economy Directly Servicing the Population," adopted by the 4th Session (6th Convocation) of the USSR Supreme Soviet, is highly significant.
