E. G. Liberman: Right and Wrong
A great many concrete proposals have been made in the course of our discussion, and among these were recommendations diametrically opposite to Comrade Liberman's views. Apparently it is necessary to select those of the recommendations which conform in the greatest degree to the present stage of development of our national economy and provide a scientific grounding for them. All the proposals can be subdivided approximately into three categories: the improvement of planning of enterprises' production operations, the determination of criteria for the assessment of their work, and the improvement of the bonus system for workers. In his speech at the 22nd CPSU Congress, Comrade N. S. Khrushchev said: "Life itself calls for scientific grounding and economic calculations of a new, far higher order in the fields of planning and management." That is why the proposals made should, first of all, be assessed from the standpoint of scientific grounding and economic calculations.
