This evaluation covers CARDS assistance from the 2001-2006 national programmes to Montenegro.... This report was prepared by COWI A/S during the period from January 2008 to June 2009 and reflects the situation as of 30 April 2009, the cut-off date for the report.... The report examines the progress of the programme towards the objectives stated in the formal programming documents, i.e. Financing Memorandum, Project Fiches, etc. It is intended to provide strategic and operation management information for the Commission Services, the Monitoring Meeting and the beneficiaries.
