Support study for an impact assessment on new rules for making the passenger rights framework resilient and future proof : final report

This final report presents the findings of the Support study for an impact assessment on new rules for making the passenger rights framework resilient and future proof on three problem areas, namely the enforcement of EU passenger rights legislation, the protection of passengers performing multimodal journeys, and passenger reimbursements when air tickets are purchased via intermediaries. This final report builds on a significant evidence base, including a call for evidence, a public consultation, a targeted stakeholder questionnaire, in-depth interviews, workshops and meetings with National Enforcement Bodies, which together fed into the main analytical steps of the impact assessment, including the problem definition and the cost-benefit assessment of the policy measures. The proposed policy measures are assumed to be implemented from 2025 onwards, hence the assessment has been undertaken for the 2025-2050 period and refers to EU27. The report emphasises the contribution of the preferred policy package in building passenger trust and promoting a sustainable transport system, in line with the Sustainable and Smart Mobility Strategy adopted by the Commission in 2020.
