The Directives of the Twenty-Fourth Party Congress on the Five-Year Plan for the Development of the USSR National Economy in 1971-1975 devoted special attention to the further improvement of the branch structure of the national economy, to securing optimal proportions in the development of social production, to increasing the scientific substantiation of national economic plans, and to improving the proportions in these plans.
