Thematic Report on Public Administration Reform : Mulit-country ; Phare: Assessment of the European Union Phare Programmes

This report is one of a series of six Ad Hoc and Thematic Reports which the OMAS Consortium is preparing. Its objectives are, firstly, “to assist the Candidate Countries in meeting the short and medium term challenges for accession, through analysis of OMAS experience of Monitoring and Assessment” and, secondly, “to assist the Commission in defining a clear strategy and precise objectives targeted to improve the efficiency of the public administration across all candidate countries at national and regional levels.” OMAS has conducted 20 Assessments of the PAR sector covering Phare Programmes for the years 1991 to 1999, during which Phare expenditure on support to PAR amounted to some 141 MEUR, some 91 MEUR of which (65%) was subject to OMAS assessment.
