Status Quo und Perspektiven immobilienwirtschaftlicher PPPsPPP im öffentlichen Hochbau in Deutschland aus Sicht des privaten InvestorsErgebnisse einer aktuellen empirischen Analyse
Zurzeit wird bei der Umsetzung öffentlicher Infrastrukturprojekte immer häufiger eine Realisierungim Rahmen von Public Private Partnerships (PPP) erwogen, geprüft oder bereitsangewandt. Allerdings sind PPPs zur Lösung des Investitionsstaus nicht uneingeschränktanwendbar. In dieser Veröffentlichung werden die Zielvorstellungen von PPP analysiert, unterschiedlichePPP-Varianten vorgestellt und deren Erfolg in einer Markstudie überprüft.Die wichtigen Erfolgspotentiale zu einer erfolgreichen PPP können in der Verfolgunggemeinsamer Ziele sowie in dem partnerschaftlichen Gedanken gesehen werden. Dazu sindklare Zieldefinitionen und klare Vertragsvereinbarungen Voraussetzung. Da jedoch zu Beginneines PPP-Projekts meistens nicht alle Einzelheiten feststehen oder festgelegt werdenkönnen, müssen die Verträge dynamisch gestaltet werden und ist eine gegenseitige Vertrauensbasiszu schaffen.Die Öffentliche Hand erwartet, die von ihr bereit zu stellenden öffentlichen Gebäude durchPPPs schneller und effizienter realisieren zu können. Dabei sind vor allem die ganzheitlicheLebenszyklusbetrachtung und eine optimale Risikoverteilung ausschlaggebend für den Erfolg.Durch PPP werden Zahlungen in die Zukunft verschoben und kann der Investitionsstauabgebaut werden. Der private Investor agiert hauptsächlich Gewinn orientiert. Durch dieBeteiligung an PPP sind gleich bleibende Zahlungsströme zu erwarten und neue Betätigungsfelderzu eröffnen.Eine öffentlich-rechtliche Zusammenarbeit kann unterschiedlich ausgestaltet ein: Als Organisationsmodellekommen das Betreiber-, Kooperations- oder Konzessionsmodell in Frage,Ausführungsvarianten können Inhabermodell, Leasing, Mietkauf oder Investorenmodell sein.Als Finanzierungsformen sind eine Projektfinanzierung oder eine Forfaitierung mit oder ohneEinredeverzicht möglich.Zur Ermittlung der Erfolg versprechenden Faktoren wurden angelaufene oder geplantePPP-Projekte im öffentlichen Hochbau in Deutschland ermittelt und in einer Marktstudie untersucht.Die wichtigsten Umfrageergebnisse sind:• Die meisten P
