The Problem of Insufficiency of Dialogue in PR-Communication Between the State and Civil Society in Russia

The paper is devoted to the analysis of the problem of dialogue in PR-communication between the state and civil society in Russia. The dialogue in the sphere of political PR-communications is considered as the specific configuration of interaction, negotiation process, and partnership based on the principles of discursive equality between political communication actors seeking to mutual understanding and achieving a mutually beneficial result. In our opinion, the lack of theoretical developments in political communication and public relations theory makes the interaction of the state and civil society more monologue and one-sided. We made the conclusion that the modern public sphere of society and public policy are in need of the dialogue in public relations practice between the state and civil society, as well as symmetrical and equal partnership dialogue of government, business and non-profit sector of Russian society
